David Wees brings up a 1992 article about manipulatives and notes parallels in the way people marveled at these new educational tools ... and judged whether a classroom/teacher was doing a good job by... whether they were being used or not, rather than whether students were learning from them. 

Supporting Student Success- Remedial Ed and Developmental Ed Alignment

The Supporting Student Success project explored successful strategies in promoting student success in Adult Education and Developmental Education programming. The Project highlighted promising approaches to program design and provided examples of community colleges implementing these designs in their programs.

On January 19, 2017, at 1 p.m. (EST), the U.S. Department of Education’s Supporting Student Success project team will host a webinar titled Supporting Student Success: Contextualized Learning. This webinar will address “contextualization program design” and present research supporting it as an educational strategy.
