Underserved adult ESOL populations -- your ideas?

I have been a Director of a very successful self-paid college oriented Community ESOL Program at Roxbury Community College for 17 years.  The college decided to apply for grants, and outside evaluators found deficiencies in the program.  The grant requirements were for Adult Basic Education Program - we taught academic ESOL to prepare students for college.  As a result of this evaluation, the college administration closed the program.  The plan is to reorganize the Program, develop curriculum, and run it the way the grant requires.  Now the community is deprived of taking preparatory ESOL classes and loses the opportunity to enroll in college in the fall due to their insufficient level of English. 

So to get the grant, you need to make sure the program runs they way the grant requires.
