It should be apparent at this time that we should set up umbrella organizations to include community centers, churches, community colleges and other centers where adults go to learn English and take citizenship classes, etc. These organization would share resources and seek funding in a coordinated way.
A good model is the Philadelphia Adult Literacy Alliance.
