Seeking Advice-partnership between local literacy council and tech college or K-12

Madison Area Technical College (Madison, WI) is looking for models to learn from. In your world, have you come across any model program where an adult ed. provider (K-12 or Community College) has partnered with a local literacy group to address the needs of the beginning level ABE/ESL adults?

We know that these folks need the most help, benefit most from one-on-one or very small group work, and also do best with the emotional supports that the CBO provides. Unfortunately, in the current state budgeting environment and with impending “performance based funding” on the horizon, they are also going to be even harder to serve—our college is looking at a $7 million dollar deficit in the next fiscal year (state tax frozen). We would love to learn from how other community colleges/CBOs have done it.
