Touch-screen Chromebooks to run Android apps in 2016

Google is in the process of upgrading the Chrome OS to run Android apps from the Google Play store (https://chrome.googleblog.com/2016/05/the-google-play-store-coming-to.html). Initially, this will apply only to touch-screen Chromebooks, but I've read elsewhere that it will be expanded to include non-touchscreen devices. For programs without reliable Internet access, this might be a viable alternative to PCs and Macs. USB ports would allow files to be used offline, and the apps would be the same or similar to the ones learners have access to on their smartphones.
