The Executive Office of the President's recently released report, Economic Costs of Youth Disadvantage and High-Return Opportunities for Change, seeks to explain the administration's position on the importance of closing opportunity gaps and lowering barriers to achievement for disadvantaged young adults - especially youth of color. The report describes disparities in education, in exposure to the juvenile and criminal justice systems, and in employment.
