Is there a national surge in enrollment in ESL classes, or is Illinois an outlier?

Hello ELA Community of Practice colleagues,

At Waubonsee Community College in Illinois overall enrollment for Fall 2022 was up 9%; for adult education students, in particular adult ESOL/ESL learners, enrollment more than doubled (113%). Is Illinois an outlier, or is this a national trend? What have you been seeing in enrollment for adult foundational education where you are? What do you anticipate for enrollment beginning in 2023?
