Online learning-an antidote to cutbacks

Online learning - an antidote to cutbacks.  I recently read about the new regulations concerning non-cash benefits to immigrants. Naturally a concern among us educators is that many of these immigrants are ESL students who most likely would have to drop out to go to work. That of course would mean eliminating classes and laying off teachers. I believe the only way that we can satisfy the demand for English classes for these students is to incorporate online learning based upon WhatsApp, Facebook, different websites, etc. I think the best form for that would be a drop-in center so that students could come at their convenience to meet with their teacher or coach - a type of blended learning instruction. Is there any interest in this kind of approach here in Lincs?
