Job Summary: The 83rd Texas Legislature is considering legislation that may relocate the Adult Education Program to the Texas Workforce Commission. Performs advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning of the adult education program for the State of Texas, including oversight of the federal Adult Education and Family Literacy Act (AEFLA) program. Directs policy and implementation of the AEFLA Program, including establishing the strategic plan, goals, objectives, standards for achieving established goals and measurement tools for determining progress in meeting goals; overseeing the development and implementation of federal and state laws, rules, regulations, and policies; evaluating rules, policies, and procedures. Identifies areas for improvement and recommends changes; develops, evaluates, and approves overall budgets for the adult education program. Reviews and approves management, productivity and financial reports. Represents the Workforce Development Division in determining the parameters for the competitive selection of adult education and literacy providers. Develops and implements evaluation activities and oversees provider performance. Functions as primary point of contact for the adult education program and literacy grants for the agency. Provides direction, guidance, and assistance to ensure that the AEFLA Program is aligned with the strategic vision and goals of the agency and directs the provision of programmatic guidance, administration, and technical assistance. Represents the agency at adult education and adult literacy meetings, legislative hearings, conferences, and seminars. Serves on interagency committees, panels, and workgroups. Coordinates with other departments in the agency on matters relating to the program and develops strong working relationships with other state agencies involved in adult education.
