This January 2013 paper from the National Governors' Association offers a snapshot of sector strategies today, an overview of what makes them different from traditional workforce and economic development programs and a description of actions that state administrators and policymakers can take as part of a policy framework to support the strategies’ creation and effective operation.  Access the report at http://www.nga.org/files/live/sites/NGA/files/pdf/2013/1301NGASSSReport.pdf

I would love to get a copy of the National Govenor's Report you just posted.  For some reason I can't seem to access it.  However career ladders is a topic that really interests me.  I train ABE teachers at the University of Minnesota and this is a vital area future and current teachers need to know about.
